The Core Dispute: Scaling vs. Specialization

Buterin argued that many L2s have failed to fully inherit Ethereum's security due to continued reliance on multisig bridges, while the base layer is increasingly capable of handling more throughput via gas-limit increases and future native rollups.

Arbitrum co-founder Steven Goldfeder responded more forcefully, arguing that scaling remains fundamental to the rollup model, saying Arbitrum was not created as a "service to Ethereum," but because Ethereum offers a high-security, low-cost settlement layer that enables large-scale rollups.

Market Consolidation Accelerates

The debate arrives as L2 market consolidation intensifies. Most Ethereum L2s are at risk of collapse in 2026 as activity concentrates overwhelmingly on Base, Arbitrum, and Optimism, with smaller rollups becoming "zombie chains" and usage dropping 61%, while by late 2025, the three networks processed nearly 90% of all L2 transactions.

Base emerged as the clear leader across TVL, users, and activity in 2025, while institutional and consumer platforms increasingly launched or integrated Layer 2 infrastructure, highlighting how distribution and strategic partnerships, not technical differentiation, are becoming the primary drivers of L2 growth.

The philosophical split could reshape token valuations. Optimism highlighted hurdles such as long withdrawal windows and lack of production-ready proofs, while Base and Starknet embraced differentiation, with leaders saying application focus and ZK-native designs align with Buterin's vision.
